POST api/Sys/Busi/Create/BillNum

创建一个新的单据号。 系统的单据号总是在一个唯一锁定的对象中创建，每天每种类型的单据的编码空间为999999999个，每申请一次，都会消耗掉一个编码。 需要判断返回值，errcode=0表示成功，tag值为单据单号。
